To the Secretary of State for the Colonies (Received Colonial Office 9.18 a.m. 5th March, 1915).
Your telegram 27th January certificates of origin Ordinance passed yesterday. List of Officers *countries and form of certificate are the same as in
the Board of Trade notification November 7th 1914.
Order-in-Council will be made immediately exempting goods exempted by the above notification ordinence does not apply to goods shipped on or before March 15th 1915. I had already decided to insert that date with power to fix a later date. Variance of
one day from the instructions contained in your
telegram 3rd March was owing to the fact that trans- lation of telegram became available only as the meeting of Legislative Council began and the difference be-
tween dete was not noticed till the ordinance had been
passed.
